Frames for videos on websites

We're developing a number of videos for our website and want to use more than just a rectangle box with controls for the videos. I've seen thsoe packages where you can buy five frames for $7. Does anyone know of a good package to use to develop those frames since we want something different than what we've seen in some of those offers.

I'm guessing that the frame graphics could be created with Photoshop or any other graphic design program. But then how do you build in the controls for pause, fast forward, etc?
